With support from the UNDP, PAC hosted a study group of 9 Bangladeshi Civil Servants from 7th – 10th, December, 2009 to expose the participants to measures taken towards enhancing citizen-friendly governance in India.
The first day consisted of a detailed discussion on Citizen Charter’s based on a PAC study which had assessed India’s experience with Citizen Charter’s a decade after its implementation. The presentation is available here whilst the study can be found here.
On the second day participants were given a presentation on social accountability and the Citizens Report Card; and a session was hosted by the Public Policy Research Group on the adequacy and effectiveness of public finances based on a PAC study analyzing public expenditure outcomes in five services in four Indian cities.
The third and fourth days were occupied by visits to a number of different government departments in both Bangalore and Mysore including BESCOM, BMTC and BBMP in Bangalore and the Mysore City Corporation.
We would like to thank all participants and the UNDP for this useful exchange of ideas and experiences.
