Nature of Complaint
Mr. B S Ravindra registered his property by valuing its amount at Rs.1, 20,000/- but DC (Rural) sent a notice stating that his property was undervalued and wanted an explanation from Mr. Ravindra. Mr. Ravindra gave his explanation letter to DC (Rajajinagar Div) who promised to visit the place for inspection but did not turn up. After several representations to DC (Rajajinagar Div), inspected the spot and fixed the amount as Rs. 1, 50,000/-. Mr. Ravindra made several representation to DC office (Rajajinagar) to clear his stand of paying Rs. 1, 20,000/-. The case was pending for the last 31 months before CAC received his complaint letter on 5/2/07.

Nature of Complaint
Mr.Sunil Mor applied for the issue of Katha on 1st June 2005 for his villa in Adarsh Vista in Baswanagar, Bangalore. The official acknowledgment was given to him. The due date for issuing khata was given as 1st July 2005. But in spite of continuous follow up they did not issue the khata certificate. Mr. Mor approached CAC on 23.12.05

Nature of Complaint
Mr. John Vasumitra applied against wrong assessment of house tax on building 56/1-1, Nandidurga Road, Bangalore 46 on 9.9.05 . The complaint is against A.R.O.  BMP(East) Bangalore who assessed the building as 16 sq instead of 10 sq. Even after personally meeting R.I and explaining it to them on 11.10.05, that it is only 10 sq, they again assessed as 16 sq only. Mr. Vasumitra sought CAC help in this matter on 26.12.05

CAC’s intervention
The complaint was forwarded on 30.12.05. CAC members visited the nodal officer (NO) on 16th Jan 06.  The N.O. requested 2 weeks time. CAC spoke to the Nodal Officer requesting him to expedite action on 17th Jan. On 23.2.06 BMP official visited the premises and measured the area and confirmed that it was indeed 10sq only and that the order will be issued soon. No reply from the authorities. The complainant on 18.3.06 approached tax assessment tribunal and represented his case, the TAT has agreed with the complainant and passed the order to pay the tax for as per the measurement. After the continuous follow up with Asst. Revenue Officer (East) on 29th July 06 the complainant received the order to pay the tax as per the measurement.

Nature of Complaint
Mrs. Lakshmi Suryakanth Raut, residing at Flat 485&486, KengeriSatelliteTown, applied for the Khata Certificate in Kengeri TMC in Oct 2004 and again applied for the second time on 11.11.05. Normally the period for obtaining the certificate is 45 days from the date of submission of application. When she went to collect the certificate, Revenue Officer, demanded Rs.500/- to move the file to the next level. Finally she approached CAC for Help

Nature of Complaint
Mr. Gopal, owner of survey no. 67 owned 3.08 acres of land, which was acquired by BDA. Later BDA returned 1.2 acres of land to Gopal. But on measurement of land was less (it measured only 1.09acres only). The case was pending since 17.8.2004 and the surveyor demanded Rs.1.5 lakhs. The complainant approached CAC on 2.1.2006.

Nature of Complaint
Mr. Lakshminarayan received overcharged electricity bills from April 04 to April 05. He personally met AEE and explained him that the meter in question was not in use and was kept as a standby for future, in case he builds upstairs and that the usage of electricity during these period was only for installation, testing and testing of bore well pump. On 21.11.06 he again complained in writing to AEE. He made several visits to the office without any use. He approached CAC on 9.1.07

EE engineer (HAL Division) had ordered to waive off 50% of interest and fixed charges and 50% of the principal amount. Mr. Prakash, owner of RAAGA the family restaurant, on 21.12.05 wrote a letter to AE BCC to remove the sign board jetting out into his premises from a TOMB converted into handloom shop of his neighbour shop Tomb site made into commercial shop, running without possession certificate and the approved plan. He visited the office several times without any result. He approached CAC in January 2006.

Mrs. Karkada worked as Head Mistress, Chamarajapet Girls High School even after retirement on re-employment basis from 1-12-02to 10-4-03 for which the salary and other allowances were not paid in spite of repeated requests to the authorities. She made several visits to the concerned department and her request was pending for more than 3 years when she visited CAC for help.

Forwarded the complaint on 4.12.06. Second reminder letter to Comm. of Public Instruction on 9.5.2007. On June 6th call made to the office of the Comm.of Public Instructions to know the status. CPI has sent a letter to DDPI to take necessary action  On 18th July CAC member  visited the DDPI Office to know the status and DDPI has forwarded the letter to BEO, Upparpet. CAC asked the complainant to get a copy of terms and condition letter.  The letter is forwarded from BEO to DDPI office. The allowances were fixed as per the law.

Nature of Complaint
Mr. K.S. Mehta, an NRI from Singapore obtained site in 1984, and applied for absolute sale deed on 18.9.06 through a power of attorney executed in favor of Mr. Shambu Kumar. Mr. Kumar submitted all the relevant documents as advised. Unfortunately Mr. Mehta passed away on 26.9.06 and hence a fresh application was filed 0n 13.10.06 by his wife Mrs. Kanak Mehta. Mr. Kumar was directed to file originals dated 18.10.06 . The originals were submitted on 6.11.06. Afterwards Mr. Kumar visited BDA for several times and didn't get proper reply. He sent a letter to Dy. Secretary IV with copy to Secretary on 23.11.06. When he visited BDA again for several times he was informed that the files where at different stages and still pending.

Mr. Kumar visited CAC and made a complaint on 18.12.06, which was forwarded to BDA on 19/12/2006. Ist reminder on 5/1/2007. CAC mebers met the NO on 31/1/2007 to remind about the case. Mr. Shambu kumar was asked to submit Registered Release deed on 6-1-2007, which was latter submitted by him on 2/2/07 for which a reply was received dated 13//2/2007 stating that the Release deed has to be verified by the Legal Department for further action (transfer of property). Nature of Complaint
Mr. Aradhya had applied for the allotment of marginal land on 26.6.86 at a nominal rate along with other owners of the site. There was no reply from BDA.  In 1996 and 1997 similar requests were made to BDA for allotment of marginal land to the respective owners. In 1990, marginal land was allotted to his neighbour at the rate of 42/sq.ft. Mr. Aradhya along with other owners again requested BDA to allot the marginal land at the rate of 42/sq.ft. On 3.10.00 allotment letters was issued by BDA asking them to pay Rs. 2385/-per sq.ft. Thereafter, requests were made by the owners to reduce the amount on 12.2.2001. On 5.3.2002 BDA agreed to allot the land at the rate of 1952/-per sq.ft. Plus Rs 100 as penalty. BDA issued allotment letters to all the other owners except Mr. Aradhya. He visited BDA several times but without any result.  Again Mr. Aradhya wrote a letter to BDA requesting for the allotment of marginal land at the rate of 1952/-per sq.ft. On 2.1.2006(as alloted to other owners) but BDA replied that his application was missing.

Forwarded the complaint on 8/1/2007. Chairman visited the place for spot inspection. the complainant received a letter from BDA on 20.2.07  stating that he has to pay 4200/- per sq ft. plus penalty.  CAC requested to NO on 15.3.07to fix an appointment with the Commissioner to discuss the case in detail.  Mr. Aradhya wrote a detailed letter and provided all the relevant documents asked by the BDA. After a demand from CAC for a para wise response, BDA provided clarifications, which were not clear.  CAC’s meeting with the Commissioner couldn’t be held on 29th March 07, as commissioner had to attend an emergency meeting. Again after repeated requests,  an appointment was fixed and the commissioner was et on 30/4/07. In the meeting it was mutually agreed that Mr. Aradhya will pay Rs.3150/- per sq ft.

Mr. Armugam lodged a complaint with commissioner BMP on 19.11.03 requesting spot inspection and to certify the condition of the 70-year-old building. He gave several reminder letters to AEE Chamarajpet. Then he referred the matter to Lokayukta who in turn transferred it to the vigilance director BMP. Received a letter on 8th March from BMP stating that they have given order for renovatation, instead of demolition which the complainant wanted .4. Again the complainant gave a letter to A.E.E. Chamrajpet requesting demolition. MR. Guru, Mrs. Poornima and others met JC (BMP) regarding pending cases in the month of May 07.0n 8/6/07 the JC issued the orders to the concerned officials to issue demolition orders. The demolition orders have been issued.
